Create from Scratch, Bootstrap or theme

I've downloaded some themes on theme forest but have found these to be so over bloated that it's nearly impossible to customize or develop further.

Bootstrap is great but limiting. Should I stick with the old way and design and develop from the bottom up? Is there any basic html frameworks that allow grid systems yet allow you to implement frequently used elements?
