There is a marked workspace difference between 11/12 and anything earlier than 11. The principles stay about the same, but features do move around, get changed, or discontinued.
Come September 2014 a new version of Photoshop Elements Premiere Elements should be released if history repeats the annual ritual. I would wait until then to make a decision. The good news about Premiere Elements 10 is that the user had the choice of Content from download from Adobe if the purchase was online download and from disc if the product was purchased in boxed packaging. Starting with 11, no more Content disc. Now Content is from within the program irregardless of type of purchase.

Until your plans are finalized, have you given thought about creating your own rolling credits title or modifying an Adobe created by changing font style, font size, etc?

But keep in mind that version 12 like 10 will be a 32 bit, not 64 bit, on your Windows 32 bit computer. Premiere Elements 10, 11, and 12 Windows needs specifically Windows 7, 8, or 8.1 64 bit to be 64 bit application. This has impact on the computer resource situation and getting the larger projects done in the 64 bit computer environment.
