Are you a recent switcher from windows? On a mac for most programs closing windows doesn't quit the program, it just closes the windows. Click on the PSE icon in the dock and choose quit from the menu there, or just press cmd+Q when PSE is the front application, the one whose menus you see at the very top of your screen next to the black apple.
