Do search as Neil says but ...Broadcast Safe is very easy to achieve in general.

Luma Levels, Chroma Channel Levels(RGB), Black Levels are the main ones.

All easily done in PPro using Levels Effect.

Work with the PPro scopes  - Luma  and RGB Parade.

Keep Luma under 100%,( eg 95-98%)  Keep Color...R G and B Chroma under 100%, ( eg 95-98%)

If you have solid lines at 100% in waveforms.. you are in the clipper...and you dont want to be there..

Do not use the BC Safe legalise Effects in PPRO... You need to be in control of everything separately.  ( LEVELS is easiest and most convenient way).

One tip.  Applying Levels Effect will automatically force the clip into almost legal.  ie to the clipper.  Then you tweak the parameters as you watch the scopes.

There are other BC Safe specs and they are mostly to do with "quality " issues.
