I have just done a run through in Movie Maker 2012 with some jpg photos to which I applied one of the Movie Maker 2012 pan and zoom effects.
Then as per the details of your situation, I exported the timeline to H.264.mp4 file 960 x 720 @ 29.97 progressive frames per second.
I imported that file into Premiere Elements as described in post 10 of your thread. The pan and zoom effect appeared in Premiere Elements the way it did in the Movie Maker 2012 project and in the playback of the Movie Maker 2012 mp4 export in QuickTime Player.
Consequently, I do not think that we are in sync on the details of post 10. In reflection, do you see any place where do might have deviated from the instructions?
If you have decided to stay with Movie Maker for your video projects, I understand, and I wish you well with your projects. But, I did want to point out that what you describe it very doable in Premiere Elements.
