Let us go through the usual drill...
a. Do you have the latest version of QuickTime installed on your Windows 7 64 bit computer?
b. Have you actually confirmed that your video card/graphics card is up to date according to the web site of the manufacturer of the card? How many cards do you have, 1 or 2?
c. Are you running the program from a User Account with Administrative Privileges and with Run As Administrator applied?
d. Are you working from the 9.0.1 Update? If not, please do so.

e. Does the problem exist with and without the antivirus disabled?
How optimized is your computer?
For now, let us try to delete the Adobe Premiere Elements Prefs file and, if necessary, the whole 9.0 Folder in which the Adobe Premiere Elements Prefs exists.

and in the 9.0 Folder is the Adobe Premiere Elements Prefs file that you delete. If that does not work, then you delete the whole 9.0 Folder in which the Adobe Premiere Elements Prefs file exists. Be sure to be working with Folder Option Show Hidden Files, Folders, and Drives active so that you can see the complete path cited.
If all that does not work, then it is time for uninstall, free ccleaner run through (regular cleaner and registry cleaner parts), reinstall with antivirus and firewall(s) disabled.
