Is it possible to create a flat vector style 360 video?

I am trying to figure out a way to create a 360 video that can be accessed online and allow the user to look around the scene/environment. When I work in Unity 3D and Cinema4D I wrap a texture onto a sphere but with After Effects I see that there is a way to create a 360 video with the VR Comp Editor. Is it possible to make such a video purely with flat illustrative artwork? If so I would greatly appreciate some direction on this. If I have to work in Cinema that's fine however, I would still need to know how to set up the movie (dimensions etc) in order for it to wrap correctly.
