I've never used windows, so hopefully a windows maven will jump in, but let me ask you a couple of other questions:
- can you launch the lightroom app? does it launch and then show this message? I'm trying to figure if the app is a problem or the LRCAT file...
- if the app launches, does it show the LRCAT filename on the very top center of the screen? is that the name of the catalog you expect? If not, can you search for the lrcat file that you expect to open, then double click on the actual LrCat file to launch LR.
- if you do not know where it is or should be, go to LR catalog settings (slightly different placement in windows vs. mac - probably in the file menu) and under the General tab, it will show you the location, click on the Show button and it will take you to the file. Look in that folder and you should find xxxx.lrcat and xxxx previews.lrdata. this is the lrcat file to double click. if this does not work for you, then you must search your hard drive to find your local backups and try launching one of them (the 2013 date is probably the original creation date of the catalog, but hopefully you are set up to do periodic local LR backups?).
The next resort would be to ask if you have a complete hard drive back up and restore from that, but you probably have thought of that already...
