Which CC app is best suited for building a video clip player

I want to build a video clip player for mobile devices.  I've only used Dr before for traditional websites.  I’ve considered Dr, Fl, Fb, and Mu.  I want it to be an all-up app.  Don't want to require repeated data (i.e., video clip) downloads from some cloud storage area (YouTube, MS, Adobe).  Relatively simple, straight-forward app: drill down a topic hierarchy, select/play a video clip, return Home, drill again/play again or Quit.  Appreciate any insights.  The MiG.
