Start Photoshop and immediately press and hold Alt+Ctrl+Shift. Photoshop should Prompt you if you wish to delete your preferences reply yes.

 

The renames I gave you is like running Photoshop for the first time. When Photoshop builds you a set of default Preference files ++++ other files also offeres to migrate your old version presets don't you can do that later. Lets try to get Photoshop to run well on your system..
